Sorry, forgot to say this was on a system before commisining so there was no othe I/O so the library had full bandwidth

I have seen backup speed double in a SAN attach tape libraries using Backup exec, i can't say for arcserve but it's probably similar.  Whih depending on your backup requirement size reduces the backup window. On scsi attach say you reach 650mbs, on san i have senn 13 to 1400mbs and 1650mbs backup to disk. DR would be the same as scsi attach as the server sees it as a tape library so you would have do the normal authoritive restore. ie reinstall the os, load the san software so you can connect to your storage. load your backup software to a custom folder and check it see that library is online. Then boot into safe mode and choose AD restore mode if it's the AD box. log onto and start the tape services then restore. As you will have loads of disk space on the SAN you can also use backup to disk and then you have realtime restores. There are many configurations but you have to decide what your business needs are and get the solution tailored accordingly. Don't be swayed into buying netbackup because backup exec with the correct options is as efficient and costs a lot less.

(sipmlified) If you buy a Dell|emc san you create the luns and asign them to a server, they appear as physical disks to the server and can be treated exactly the same as local disks. I would'nt partition the disks using disk manager as this can introduce performance bottlenecks but rather create the sizes you want diectly on the storage box. Quotas/shares etc are handled by the os as normal.
