Dell Pecision T1700 fans issue. Maximum speed when the computer is turned off.
Hi, I have a problem with a desktop dell precision t1700. The computer is working properly while you are working. The problem arises when the system is switched off, namely all fans turn on at the maximum speed.
Only disconnection from the power supply helps. When the power is reconnected, the fans again operate at maximum speed. When you turn on the computer, the fan speed drops and works quietly. Fans walk at maximum speed only when the operating system is not working.
I updated the bios. I replaced the CMOS battery. I restored to factory settings. Nothing helps. The cpu temperature reaches 35 degrees Celsius.
I reinstalled the system. Windows 10. I checked on Windows 7. I installed drivers with dell help.

Dell How to Troubleshoot Fan Issues
If nothing in the link helps, like running diagnostics, I suspect the PSU. A PSU can still run fans with the computer off. A PSU might be going bad, yet, we get told something like "When I push the test button on the PSU, it still runs the fans." That PSU might not be switching the way it should.

See if any wiring looks cracked or shorted, notably by the PSU.

"35 degrees Celsius." thats lower than normal body temperature 36 Celsius so that's not anywhere near max 100 Celsius.
