Precision 5820@Xeon W-2245 Current/EDP limit throttling.
Xeon W-2245 is a new generation of high performance Xeons, the one with the highest clock rate essential for classic computation and simulation software (not the one with the highest power package).
That was the main reason why I ordered particularly that CPU.
However, when starting a computation, the motherboard immediately issues Current/EDP limit throttling.
I think, it is not right, and probably the board was tuned for more power-hungry multicore CPU's.
But the result is that the $13,000 priced system performs not better than a $3000 workstation-laptop.
The difficult part is that Dell has locked all the access to VRM/current limits tweaking, and I can not cut off this anchor with XTU or Throttlestop.
The new platform also have no "Intel(R) Dynamic Platform and Thermal Framework" engine driver, for disabling it, and unchaining the CPU.
So, did anyone find a Current/EDP limit solution for Cascade Lake CPUs on Dell motherboards?
Is there any bios tweaking tool for these boards?

Unbelievable.
Well, actually it is quite expected from non-responsible support engineers, denying to solve problems.
Almost a year along DELL was requesting service tag, hardware logs for me, once and once again, like there is a big black hole where all that is falling...
Then they were writing "our engineers are solving the problem with the BIOS, pleas wait" for a half year...
And now they are asking me to reinstall the OS! Knowing that it is a heavily used corporate machine in the domain.
Do you believe that? They simply were doing nothing, and now the year-end deadline for the ticket has come, so they are creating pointless troubles in order to close the case with a report on "user disappeared from contact (with OS dead, and mail not coming)/or user is uncooperative".
Can you tell me when Dell was absorbed by Microsoft? I know that style of work very well - "if you can not solve the problem, get rid of the user by asking to reinstall the OS".

This winter I'll have some spare time on my workstation again. I believe that I can get around the throttle limits. I have almost all the software out there for modifying the ami bios that Dell uses....just no one that knows how to properly change it. I have no fear in bricking the system because I have an external programmer. I actually bricked it on purpose once just to prove to myself that I could change Something in the bios. Last time around when I was playing I believe with the right mods I can force all the settings that are not visible in the bios. Down side is that it's an external flash every time. But all of the settings are in there the GUI just doesn't make them accessible and the one piece of software I can not find is a GUI editor for ami bios.

And fyi I am still working on a bios fix to get past the amperage limit. I wouldn't recommend doing what I'm trying to get with my 5810 as I can buy a used motherboard much cheaper than you. So if powercut works for you leave it at that to avoid possible damage.

If you wouldn't mind trying something. I don't have access to a 5820. Put the PC to sleep, wake it up and then open throttle stop. Go into the fivr menu for voltage control. Select voltage control up top. Go to the vccin and move it to 1.7v apply then check powercut apply. You may have to then move the voltage for vccin slightly either direction and hit apply multiple times until powercut says enabled beside it. If you can make this happen see if it continues to hit the edp limit. I got this figured out on my t5810 and I have bypassed wattage limits set by Dell. The bios still has a max amperage limit which is a decent amount higher (where the real limit should be) you should be able to push the cpu with stock clocks to the limit without issue. I only hit edp limits with an overclock now.

I am joining the party here. I have a Precision 5820 with an i9 10980XE in it. I can confirm during stressful/intensive workloads or testing that there is Current/EDP throttling happening. This is indicated in Intel XTU as well as Throttlestop.
No apparent current limit settings have any effect.
Dell, why are you selling multi thousand $$$ high end workstations with motherboards/BIOS's that are unable to supply the current/power demand of processors that you certify for use with them???
Fix it if possible please!?!?!?!

Note that maxing out the power and current limits in XTU appeared to have an effect. When running Cinebench and Furmark CPU Burner, CPU boost behavior was as expected and no throttling occurred.
The more eyes we can get on this the better. Care to hit me up with a private message?

@Flavius Aetius, you've already mentioned here that your Mainboards (0R23KR) TDP capacity is not sufficient for the higher models of the W-22XX series. What was the conclusion of this? Did you upgrade?

Unfortunately I was not able to upgrade to processors whose TDP is above 140W.
Dell engineering team replied that my specific motherboard series had a TDP limitation and I could only use Xeon W-21XX and Xeon W-22xx up to 140W.
I asked Dell to replace the motherboard with a new one with the proper correction and they refused.
Dell was ordered to refund me the amount I spent on the Workstation and cancel the purchase (two years after it was made).
With that I built a new platform based on the Z690 Chipset with the Core I9-12900KS.
After my sad experience, I will hardly buy from Dell again.

The Core I9 12900KS is insanely fast. My Xeon W-2155 scored 15k points on Cinebench, while the 12900KS scored 28k points. However the z690 Chipset is still unstable with high clocked DDR5 RAM memories. I have the 6400 Mhz F5-6400J3239G16GX2-TZ5RK Memory and the system had instabilities that were corrected with the Asus Z690 Extreme Bios update. However, I still faced some problems, such as the machine, after being off for a while, when I restarted it, I had to reset the Bios settings or not reboot. Then, i've replaced the motherboard with the Asus Z690 Apex, which, despite being simpler, is better optimized and the system is more stable.
And for all that, including a custom watercooler system with three radiators, it cost me less than the Precision 5820.
PS: I'm just an enthusiast and I use the computer for internet, work (Lawyer) and games.

I have given up liasing with Dell support on this issue. In summary I was told that the i9 10980XE in my 5820 was indeed operating as per spec and that power/current limitations are enforced to keep the CPU within its 165w rated TDP, with a peak burst power allowed of between 180-190w.
I was also told that if I want to test performance to use non AVX workloads..... Well considering AVX instructions have been around for years and are utilised by a lot of intensive applications now (even video encoding), this is a poor response akin to saying "Oh, don't use the CPU for what it's for".
I have had some time to monitor how the system behaves under extended loads now...
Essentially, under normal operation, you will see peak per core boost clicks hit specification, including the all core turbo. In my case thats 4.7Ghz up to 2 cores, 3.8Ghz for all 18 cores turbo clocks. However if you load up the system with an intensive AVX workload, such as video encoding using Handbrake, then you'll trigger Current/EDP as well as Power Throttling which reduces clocks to near the baseline of 3Ghz in my case.
Using Throttlestop to raise limits does absoluteley NOTHING. However using Intel XTU to increase the Turbo short/long power limits as well as the current limit does indeed have an effect. The CPU tries to maintain its turbo clocks, so 3.8Ghz across all cores for me.... HOWEVER. This power demand on the CPU (over 200w) which does get sustained falls outside of the Dell thermal solution and Thermal Throttling quickly kicks in and winds the clocks back.
I am soon going to replace the under sized CPU heatsink with one from Noctua and do away with the plastic shroud covering the RAM etc... I am hoping this will allow me use the raised limits in Intel XTU to maintain boost clocks without triggering thermal throttling.
Dell have really done their customers an injustice here. We should be able to realise massive performance from these systems, but instead we are given CPU's with their legs broken.

I use a supermicro 4u cooler in my 5810. Ram ducts had to be modified but I can still use all my ram slots. If you plan on running it like that the vrm also needs some sort of a heatsink on it.
