5530 missing performance power option and running slow

We have multiple Precision 5530 workstations that are missing the "Performance" power option. It is not available under "Create a power plan" either. I'm not sure if it is directly related, but they are also performing ~10 times slower than our Precision 7530 workstations, which we were not expecting.

Any ideas on getting the performance settings back and speeding up our 5530? Is there any other info I can provide you?
