Dell 5520 won't boot to windows when connected to TB16

Having issues with some Dell 5520's unable to boot to Windows Enterprise 1903 when connected to TB16. Laptops sit at Dell logo screen with white dot spinning wheel. Only workaround is to unplug, boot to windows, then plug in dock.

Anyone else seen this before?
