Dell's policy of sending a "trial Print cartridge" with the P703w
How much more could it cost Dell to send a full cartridge instead of one that is partially filled? ( maybe all of their printers come this way)

I don't know if this is tandard for Dell printers or what it wouold cost to send a full cartridge, but, I do know that it happens with other printers as well.
An HP purchased a few years ago a 'starter' cartridge,' and the Brother laser I am using also had a starter toner cartridge.
