What system do you have, and what OS are you using?
Sounds like a proper mess :emotion-3:
Do a System Restore to a date when you weren't having these problems :emotion-55:
If that doesn't help/work, you may have no option but to restore the system to its factory settings, using the 'Recovery' partition (assuming your system has one of course?).
If you don't want to restore it at this point, contect tech support, and see what they can advise?
They can even take control of your system remotely - if necessary.
I have a feeling you've either got a severe malware infection (as evidenced by disabling your antivirus software, messing with your desktop, and access to everything else) or a badly corrupted operating system, but if you want to try system restore system properties won't get you there. Try this:
1) Start - Run - type MSCONFIG. Under the General Tab, try Launch System Restore.
2) If that still doesn't do it: Start, Run, type C:\Windows\System32\rstrui.exe OR C:\Windows\System32\restore\rstrui.exe.
Beyond that, though, you're looking at a few options.
1) Post a log in the Malware Removal forum here for help - you'll need to read the FAQ at the top first on how to do it. Since it seems you can't get the 4600 online, you'll need to transfer the Hijack program over from the working one - if you have trouble with that, just say so and the helper can give you options. If you go that route, be patient - they're busy and can't get to everybody right away.
3) A full PC restore/reinstall. Starting in mid-2004 Dell put a PC Restore partition on the hard drive for system recovery, but your 4600 may be borderline. Here are instructions -note that this returns the system to new condition, meaning all your data/programs you installed since you got the PC will be gone.
If your 4600 is in fact too old for that, you'd need to do a full manual reinstall; link to instructions in the "what to do if restore fails" on that page.
I tried your suggestion and the system allowed me to restore the system back to the date before I had the problem. However nothing has changed. The system still not allow me access. I guess I have to post a log in the Malware Removal Forum. Thanks for you help.

Microsoft Windows XP Home Edition Version 2002 Service Pack 3.
Dell computer , Dell Dimesion DIM4600
Intel(R) Pentium(R) 4 CPU 2.40GHZ
2.39 GHz, 2.00 GB of RAM
System Restore - I am in System Properties, I selected System Restore. The only option I have is to Turn off System Restore.
