Control-click to follow a link doesn't work in Word, possibly because of security factors

Control-click or click to follow a link in Word has worked for years and now is blocked by an unknown external control.
 
I have Windows XP and my Antivirus is AVG Free. When I control-click, (or click if I deselect control-click in tools, options, edit), this message appears: "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator".
 
I am the system administrator and sole user of this computer.
 
How do I find and remove this restriction?

I know the article is for Outlook but it does apply to Word also. Give it a shot, it should work. I had calls on this issue at work a while back. Usually resetting the Web Settings corrects it.
