alt and altGr don't work in active penn program

I use XPS 9575 and the PN579X active Penn. I want to use one of the side buttons as [AltGr] to quickly change brush size in a program but the program sees it as { {Alt}{fffffff}} instead of { {Alt}{Ctrl}}
