You should be able to set all of that in the iDRAC web GUI. The only option I don't think is available through the EWS is the manufacturer contact information. You may be able to set that via command line. The iDRAC manual and CLI guide should be on the system support page. If not, you can find documentation on the iDRAC support page.
Hi Daniel. I have looked thru the GUI but cannot find a place to change those. There IS a section where you can change the System location (Overview/Server/Details/System Location) BUT it does not change sysLocation.0, it just updates the location on the summary page.
I will look thru the CLI guide and see if I am able to (or smart enough to) update that field.

did you manage to find out where to change the SNMP sysContact.0 and sysLocation.0 and even the sysDescr.0 fields on the iDRAC?
