Well I ruled out all hardware and my conclusion was tha it was motherboard, i swapped parts on my other similar server and all hardware was fine, but i never replaced it since there's no need to run it anymore, hope this helps.
I don't want assume your issue is exactly the same as the original poster.
Could you give description of the issue and any troubleshooting steps you have done already and results?
Initially I could recommend to remove any non-Dell components and drain the flea power and check results.
drain flea power (shut down, disconnect power cables and Network cables, hold in power button 20 seconds with cords removed). After flea power drain, system has to set for 3 minutes for DRAC to reset without any power plugged in, then plug in NIC and power but wait 2 minutes before power on to give DRAC time to initialize.
I would start by taking the server to a Minimum to Post configuration, in order to do so you will need to remove everything from the server internally and externally but the following;
One Power Supply
Control Panel (for power button functionality)
Working cable connection between control panel and system board
One Processor (CPU) in socket CPU1 (minimum for troubleshooting)
One Memory Module (DIMM) installed in socket A1
System Board
Backplane (for R720xd)
Now if the server posts under that configuration then power down and individually reinstall the removed devices until everything is reinstalled or the issue reoocurs, which will help determain the cause.
If you reinstall everything and it still posts, then it likely was a poor connection with one of the devices.
Now if the server doesn't post under that configuration then there is an issue with one of the listed devices above.
1. Remove all power cable include monitor, printer
2. Press and hold power button 2 minute (this i do only if bellow step not working not recomended too often power drain)
3. DON'T plug the power cable wait for 30 minutes~1 hour
4. Plug the power cable and monitor cable , after that DON'T press power button, just wait..., in my case my server will automatically powering on after approx...20 minutes since the power cable pluged in. on other case after waiting for 1 hour my server can power on as usual by pressing power button, but remember don't press power button for minimum 30 minutes. if still not sucess unplug the power cable wait for 1 hour, then plug again the power cable, wait over night, next day press the power button. avoid to power drain just unplug power cable waiting 30minutes, then plug again the power cable and waiting 1 hour before press the power button.
If power drain already hapened just patience during restart after bios change, just rememer don't press the power button as explained above.
I use this server for very long time with very very strong & usefull for me until today as my experience:
- use UPS & avoid force shutdown or avoid power cut off, accidentically power cut off & too often power drain will cause power button not responsif. If power button not respon avoided power drain, just remove the power cable wait for 30 minutes, then plug the power cable wait for 30minutes~1 hour then press the power button, or wait over night to press the power button.
- allway use normal shutdown procedure depent on the OS we used.
- If server will be not used, after shut down waiting for 1 minutes ,then remove power cable including monitor power & printer
- When will run/power on the server, plug the power cable first DON'T press the power button immediatelly wait atleast 30 minutes.
- Make sure have GROUNDING cable on the body/case server(good earting ).
@iwankristiawan add: too often power drain and force shutdown / power cut off causing server stuck on memory config during boot, if this happen remove all ram just leaving 1 pair of ram, then powering on the server as above procedure, then shut down the server ,install again completed ram, please patience during restart don't press the power button.

@DELL-Charles R i am having same problem with dell r720 server i did power drain but still no sign of server to power up.
check the power supply they are ok.
but there is no light on motherboard and front panel
could you please guide me further?
