We're also experiencing this error using RM/SE 3.1.0.3 on Exchange.

"formatting event log records failed with: The data area passed to a system call is too small.."

Surprisingly, we eliminated this error simply by clearing out the Windows Event Log on the Exchange Server. Once Error 482 (mentioned in the log export I posted above) was cleared out, all of the RMSE jobs began running normally.

As part of Exchange Replications, RMSE will search for 1018, 1019 and 1022 errors. If any of them are listed in the event logs on the production host, the job will fail.

Looking at

Any chance you have the size of the application and system event logs increased over the normal windows size of 16meg?
