DVD burner for Optiplex 280

I'm a newbie here.  I have a GX280 desktop with a CD-RW burner only.  I want the ability to play and record DVD's. 
 
1.  If I only add a DVD burner, I am assuming I cannot play (watch) DVD's, right?
2.  So, I would need to either add a DVD player/burner -or-
3.  I guess I could replace the current CD burner with a DVD/CD player/burner, right?
 
I am just trying to get the right hardware to do all I want...

A DVD Burner does it all.  It will read and write CDR and CDRW media.
It will read commercial CDs. It will read and write DVD+R, DVD+RW,
DVD-R and DVD-RW media and it will play commercial DVDs as well. 

Therefore, you can replace your current CDRW drive with the DVD burner,
or you can add the DVD burner as an additional drive.  When purchasing
a DVD burner, just make sure it is dual format (DVD+/-).  Most are today.

Purchasing a bare drive without software will only read dvds and burn them.
If you get a bundle that comes with Power DVD or WINDVD or another player as well as burning software like Nero or Roxio or Sonic MyDVD then you can burn, play, read, watch movies etc on DVD and CD and DVD + - RW and CDRW.
