Does this burn DVDs? TSSTcorp CDRWDVD TSL462D

Hello,

I have a simple question:  Is this device supposed to be able to burn DVDs?  TSSTcorp CDRWDVD TSL462D  DE07

I need to burn an ISO file to a DVD It's not working but I'm not sure if I should be expecting it to.

My laptop: Inspiron 1720 Vista Business 32 bit, BIOS A09.  Everything updated (as far as I can tell)
