Mscoree.dll Bad Image Error - 0xc0000020.

Whenever I attempt to install or open several applications the following message appears:

(I don't know how to screenshot error messages so it's the printed version) -

C:\Windows\System32\mscoree.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000020.

I have tried following other fixes for similar issues, re-installing mscoree.dll, re-installing the broken apps (which worked for some but not for others as after re-installation they still have the error). I have been ignoring the issue as chrome still works, but I was hoping the forums might provide me with some insight.
