Restoring partitions and software after HDD failure

I would like to get my dell 530 back to original specification after the HDD failed. I have recieved the new HDD but of course this is blank.If you follow the support pages for this all it does is give you a system with one partition with vista. I would like to get back to the stae of having three partitions that is :-  Pprimary partition with the  OS on.  Second partition with Dell recovery on.  Third partition with Utilities (diagnostics etc on).

Can anyone point me to where I can download the recovery and utility partition data and How to install all of this.
