Calculating IOPS

Question

In the Dell EMC SC series they ask how the total number of IOPS should be calculated between the 2-tier solution? In some places I find Tier 1: 80% and Tier 3:  20%.  But in other instances the 80%/20% option is not offered and the only other option that adds up to 100%  is 50%/50%.  What is confusing is if Tier 1 is 50% and Tier 3: 50%   is  the right answer then  why wasn’t that option correct when it was offered at the same time as the 80%/20% option was offered? Is it possible for the correct answer to add up to more than 100%.?
