1. Yes, you can delete pre-defined service levels and create your own service levels. Your Tier0 to Tier3 can be easily created through Utilities -> Settings -> Service Levels
2. Yes. ControlCenter service level is implemented through StorageScope.
3. Yes. They are used both for FAST and general capacity reporting and chargeback. There are several built-in queries for service level like 'Array Storage by Service Level', 'Host Storage by Service Level', etc.
4. The best place to find information for tiers and service levels is in StorageScope query builder. You can look at built-in queries or create your own custom queries.
