i was thinking if you were doing "consistent" that would add a little extra time but since you were not i can only think it's because it's merging the track table to see what's needs to be copied to the target device. The more devices you have the longer it takes. I have 65 x 100G metas (17g meta members) and it takes around 4 minutes to activate.
