That image says it's installing OMSA 9.1, you may want to double check and confirm that you have 9.3. I'll link to OMSA 9.3, as well as the windows update it says you're missing. You might also check the BIOS and iDRAC firmware. I would link to them, but the server model wasn't provided.

Try this one, I noticed I grabbed the WIndows 7 one by mistake. I would also still recommend downloading the 9.3 installer I linked to, since your image is showing 9.1.

Have you downloaded the OMSA version I linked to? If so, does it request a Windows update? If you don't want to use 9.3, you'll need to troubleshoot your Windows updates
