You can look at reseating the DRAC 5 card in the server. Here is a link to a PE 1950 hardware manual. You can find information on installing and removing the DRAC on page 71.
I had this happen a few weeks ago. Dell suggested to first update the DRAC firmware. I updated the firmware successfully and the error message persisted. Their next suggestion was to physically reseat the DRAC card. Reseating the DRAC card resolved the issue.

Also, you can look at flashing the firmware on the DRAC 5. Here is a link for a windows packaged update.
