You can, it is under iDRAC settings > Services > SNMP Agent

Please provide the racadm variant of this. It'll be needed by everyone who doesn't have the time to log into 50 idrac UI's to do this the hard way.

It looks like you can do it with the command cfgOobSnmpAgentEnable as shown Page 181.
