Thank you for posting! That service that is not starting is an older Open Manage Server Administrator(OMSA) service. Once again this is from an older version of OMSA. You will need to remove the older version of OMSA from add/remove programs. After doing so, you will need to install the latest version of OMSA, which is 5.2. This should clear up your issue.
