I ran into this same problem using Dell OpenManage 1.7, except I found that the executable ran the next time I logged into OpenManage.

 

Your path appears to be fine, and I also found that you could add a description to the end of the path as a parameter like (c:\batch\alert.bat "Chassis Intrusion Detected").

 

I am looking around the message boards for a solution.  If you found one please post it here, if I find one I will.
