New R630 - Lifecycle Controller in Recovery Mode?

Question

I have a brand new R630 that came with Server 2012 R2 preinstalled.  I booted the system up and opened a remote console using iDRAC.  When it got to the first setup wizard screen, the keyboard was not working at all.  I had to do a hard boot and then I noticed a message 'Lifecycle controller in recovery mode'.  I tried to go into the system setup using F2, but the server is still not responding to keyboard requests, so I had to do the Next Boot option and selected 'BIOS Setup'  It gets to the first System Setup screen, but the keyboard still does not work. It looks like the Lifecycle controller is broke.  There use to be a way to repair the LCin the older models, but I am not finding anything about the 13th Gen models. How do I fix the LC?

Same on my issue, version is 2.5.4, i can access the IDRAC but unable to proceed life cycle controller
