gpedit.msc fix

Hello everyone! I am new to the community and much appreciate for future help. I have a studio 1555 with window 7 *64bit and I try to run gpedit.msc but it pop up the screen said that MMC can not create a snap in. I ran through system32 file and found that the local control group policy & group policy user are emty. I opened the MMC 3 console and there is no group policy either. Please send me help!!!!!!!. thks.
