Thanks for posting!  After updating the BIOS, you should also update the iDRAC, Lifecycle Controller, and PERC driver and firmware.  Once that is done, OMSA should be able to communicate smoothly.  If it doesn't work, the other reason I've seen the DSM SA Data Manager service stop is a security program stopping it.  Some programs will let you create an exception for the service.

please post back after they swap the system board, but I would be REALLY surprised if this resolves the issue.I would also remove the power from the system for at least 1 minute to let it reset the drac (which will happen when they swap the system board).

Thanks for the reply, I had updated everything as you suggested and went into iDrac tools and ran the "racadm getsysinfo" command.  When it finally came up everything was listed as "UNKNOWN".  Got with support and they are sending me a replacement motherboard.  Not sure, but one tech said that he has had several instances of this.  It appears to to happen on 32 bit Windows 2008 servers, usually when you try to update the BIOS.  Can you comment on this?  Thanks.

Well the motherboard was replaced Friday evening and everythin appears to be working fine.  I re-installed Open Manage 6.2, per the technicians request and it is able to see all the hardware.  I do need some assistance because the service tag info no longer appears on the LCD display, but the server is working and replacing the mother board appears to have resolved the issue.  Thanks
