What operating system is this installed on? What roles are installed? What kind of database are you using? Are you a domain administrator? Are these fresh installs or upgrades from previous versions?
Open the services pane and look for anything that starts with DSM. Let me know what is in the list and it's current status.
Domain controllers are a little more restrictive than a normal server installation. Please review pages 16-19 for additional steps to perform when installing on a DC.
Did you install 1.2 first? I don't see a full installation of 1.2.1. If you are using the patch then that is intended to be installed over the top of 1.2 and may not install all necessary files if installed by itself. There may be a full installation version of 1.2.1 I am not aware of.

Hi. Thanks for the response.
-Windows 2008 R2
-Domain controller, File and Printer services, DNS, DHCP
-Installed SQL 2012 express, which came with OME 1.2.1
-My account is Domain admin and Enterprise Admin.
-Fresh install. Brand new PE R720.
-There are 9 DSM services all set to automatic, all are started.

I followed this same document while doing the install, the section on domain controller in particular.
I did an install, uninstall and reinstall a couple of time on 3 different r720's, 2 production domain controllers and 1 win 2008 R2 domain member.
I receive the same error messages in all cases. I contacted Dell support but was told that there isn't a support department for OME.
