I'm not a programmer, so I don't know a lot about COM functionality. The issue you are having is related to security. The program is trying to perform an action that it cannot complete. It cannot access a required component or perform an action. The reason it cannot complete this action is likely related to a security or permission issue.
Even though 6.5 is not fully compatible with the 2600 I don't see why that would affect the ability to install it. I suspect you will encounter the same problem with 5.4, but give it a try to see.
You will need to be logged onto an admin account to perform the installation. If you still encounter the above error then make sure you extract the .zip before running the executable. Also, make sure you have adequate space available to perform the installation. You may also want to use the clean up wizard to clean the temp folder.

I show that 5.5 is the latest compatible version for the 2600. I don't show an installer for 5.5. 5.4 is the closest installer I can locate:

Try installing via command line:
http://www.dell.com/downloads/global/power/ps2q06-20050112-Lou-OE.pdf
Open a command prompt and type in msiexec.mse /i location
In place of location put the path of where the .msi file for OpenManage is. The SysMgmt.msi file is in the Windows/SystemsManagement folder.

Try msiexec.exe and still gave me the same error message. I really want to retire this server but production needs it still.

What is COM that this is referring to?

It was the COM permissions. Reset them to my login and restart the server and installed perfectly. Thank you for your help and patience.
