Enable Proxy settings for Wireless on Dell Streak 5 Android 2.2.2 (Froyo)

I need to activate Proxy Server and Port number to navigate on internet im my house with WI-FI enabled.

In my house, my internet needs i put proxy settings on aplications like Firefox, IExplorer, ..., something like this:

proxy: 192.168.0.1

port: 3128

So...im my Dell i can't!!!!!!

I can call on speaker "web proxy" and then apears one interface with that. I put proxy and port, save,  but nothings happens!

I have installed "ProxyDroid" on my Dell but when i execute the application it says: "Please root your device first!"

Question: HOW CAN I SURF ON THE WI-FI NET WITH PROXY SETTINGS ? HOW CAN I CHANGE PROXY SETTINGS THAT WORKS?
