How to test primary battery in Dell Latitude 7130

My Dell Latitude 7130 with a Dell keyboard with ancillary battery failed with a "battery" message in red (i don't have the specific msg) three weeks ago and would not restart. Today the 7130 started up after being connected to the power for 24 hours.

Here is the current status:

The OEM charger is attached. The small white light that confirms charging above the on/off button is on. In Windows 10, the battery indicators on the taskbar for Battery #1 (on tablet) and Battery #2 (on keyboard) display as following:

Battery #1: 53% and not charging
Battery #2: 26% and charging

Does this mean the tablet battery has failed?

Is there a software tool to test the battery?

Any other thoughts?

Hi randyXPS10,

Thanks for posting.  Apologies that your system is not performing as expected.

Have you run a systems diagnostics test? You can do this by pressing F12 at startup or using Support Assist http://bit.ly/1UXBb2H.
Run the diagnostics, make a note of any error messages, then contact Tech Support for further troubleshooting
and possible resolution. You can contact Tech Support at 1-800-624-9896 or 1-800-288-4410, or you can
initiate a chat session http://dell.to/2v4snVm
