create a standalone CIFS server with the Unity GUI
then from a Windows client use MMC to create additional local users
Please see the "Configuring Hosts to access SMB file systems" manual for details
available from support.emc.com for dowload

after create the standalone CIFS in workgroup, and then connect to MMC, is not any option to create local user.. Local User and Group in MMC is disable because RPC is unavailable. only I can do is add group or only 2 user Admin and Guest

sound like a problem with your Windows client config
if you follow the instructions in the manual this works
can you access the C$ share as local Administrator ?
