what is network rate measured in?

Hi, I am setting up a alert for network waits and one of the checks I am using is the DBSS_Wait_Network_Rate property under DBSS_Wait_Event_Category.  If the server is reporting a rate of 1.07 is that in MB/s or MB/ms?
