i7-7500U Quick Sync Disabled

I am using Plex as a home video streaming service, however, it appears that my CPU has issues transcoding my videos accordingly and according to many others, including Plex admins my i7-7500U Intel dGPU is more than capable to handle HEVC transcoding and so. 

After numerous tests and so, which you can see here: https://forums.plex.tv/t/plex-not-transcoding-using-my-gpu-linux/772888/54 We have concluded that Dell has some sort of proprietary settings in place that's most likely disabling Quick Sync support because I know for a fact that my CPU fully supports it. 

At this moment, Plex "sees" my dGPU but cannot get "into" it and this is most likely due to some Dell setting. I have checked my BIOS and I do not see the option to enable Integrated graphics or Quick Sync as an option.  Where can I ensure Quick Sync is enabled for my dGPU? Can someone please help with this? Thank you.
