Inspiron One 2330 Windows 10 problem

After upgrading my Inspiron One 2330 to Windows 10, my screen flashes about every 10 seconds and this adversely affects some application software. I've tried downloading the latest drivers but the problem has still not been solved. Can anyone help with this please?

I am not sure if the below information will resolve the issue. I searched the internet and found others having the same problem and this is what they say resolved their issue.

Open task manager (Control+Alt+Delete)... under file (top left) "Run new task" ... type msconfig (yes it is hard to type as screen blinks, but it can be done) ... In the new box that opens (it may be behind the task manager box) go to Service Tab .... Scroll until you find 2 tasks that need to be stopped ... (1) Problem Reports and Solution Control Panel Support .... (2) Windows Error Report Service.... Disable these by unchecking .... Click Apply ... Click OK ... If you are prompted to restart, then restart computer .....

This is the main issue causing the screen to blink . .. Ironic that the items causing the errors are the solutions designed to report errors to microsoft

Thank you. I had already found this advice and tried it. Unfortunately, it did not work. My screen only flickers about once every 10 seconds when using certain applications e.g. Outlook. It doesn't seem to affect Outlook but I also use an old 2000 version of Quicken and it makes this almost unusable - fresh input is zapped every 10 seconds before it can be saved. Has anyone else reported this?

Quicken worked fine in Windows 8.1 and Windows 7. It also works with Windows 10 on an HP laptop recently upgraded from Windows 7. The problem seems to be specific to Windows 10 on my Dell Inspiron One 2330.

I am reluctant to revert to Windows 8.1 because Windows 10 is an improvement in all other respects.
