I tried reinstalling the drivers recommended on the dell download web site for my machine. The same thing happened as when Windows trouble shooter reinstalled the driver oem17.inf. After the install, when I do a restart, the err is no longer there but when I shut down and start up again it reappears.
I'm trying to use sysinternals but it's a way over my head for most of it. The event viewer shows a handshake problem with firmware but don't know how to tell what firmware.

You may want to install the drivers for Windows 10 starting with the chipset.
