No option to use personal account or local account

Hi,

I have recently bought a used dell 7420 with windows 10 pro on it but i am having real trouble logging in with my personal account while setting up windows.

After reinstalling the OS the only options it gives me are to sign in with a work or school account or local ( i have also tried installing windows 11 and on 11 it gives me only a choice of work or school but no local )

On both windows 10 and 11 I cannot use my personal microsoft account, i have even tried using a different windows 10 pro licence and then reinstalling but the problem still persists, i never get a choice between setting windows up for personal or business use, it just goes straight through to 'use a work or school account'. I have reinstalled the OS multiple times from an iso file reset bios to factory settings, i just cant work out why whatever i try i cant login with my personal microsoft account?
