Google chrome & windows 8

I recently purchases a Dell inspiron 17, it came with windows 8. Windows 8 is a monster to figure out how it works. I was trying to use a gis system to look at some property. The program loaded and found the property I was looking for but I could not see any images of the property. I looked at help on the gis and it said java script had to be enabled in the browser. My browser is Explorer 10 and looking under the advance tab of the browser java is not there to enable. From what I have read in the forum Google chrome uses java but it don't work good with window 8. It's kind like your damned if you do and damned if you don't. Any body know  solution.
