Can I buy a PC with no OS or Software?

I'm looking into buying a new PC (haven't decided which) but I'm on a strict budget (< £400) so I'm looking to save some money on non-essentials. Is it possible to buy a PC (desktop or laptop) without an OS or any additional software? I already own a copy of XP and I have no interest in switching to Vista yet. I don''t need MS Office/Work Suite or any security software.

Thank you both for the advice. I was hoping to find a system with no OS on Dell.co.uk as I live in England but I don't think they do them.

I don't believe Dell will sell you a comp without a operating system. My suggestion would be a Barebone system, examples

below.

Dell desktops with free OS:

Dell laptops with free OS:

The savings, however, seem negligible.

I don't know specifically about Dell UK, but if they are available you want to look for Dell N-series systems.  Those are the ones without an OS on them (or possibly with a factory installed Ubuntu Linux, as I believe those are N-series as well).
