Can I upgrade windows 2000 operating system to windows 7 or XP?
I have two old Latitude c510/c610 laptops. Medical reasons prevent me from working. I can't buy a new computer. My browzer cannot get up to windows 7 for websites I need to visit for school aid therapy notes from the hospital. Can I upgrade windows 2000 operating systems to windows 7 or XP? Will my windows word, excell, etc that came with the system work?

There is no chance in running Windows 7 on these systems. Windows XP however will work if you have enough RAM (at least 512 MB preferably 1 GB). I personally upgraded a C610 from 2000 to XP. You will need an XP license.
You will need to have a look at the RAM in these two computers, the default configuration for them was quite low. Crucial and Offtek are selling the 512 MB modules at high prices (you may be able to find a better deal on eBay such as here - the system can take two of these.
New RAM for these systems is quite expensive. Programs such as Microsoft Office will need to be reisntalled, they should work providing you have the original discs. It is best to perform a clean install following the guide below.

If buying more RAM is out of your budget, you might consider combining the RAM from the two laptops into one.
I concur that you need at least 512MB to get adequate performance from XP.
You can get an XP license on eBay for $50. (http://www.ebay.com/sch/dolphinride-at-usa-dot-net/m.html?_trksid=p4340.l2562)
