Can't Print Postage Labels on Pay Pal Site

I tried printing an international postage label from the Pitney Bowes link from the Pay Pal site and was told I needed to install a Java program.  I had successfully printed domestic labels using that link through that site, but when I downloaded the Java that popped up, the postage label on the screen was blank. I could not print. Now this morning I so not even see Java in All Programs. What did these people do to me and what do I need to do to be able to print postage labels. I could not print even a domestic one this morning.
