The Dell supplied version is a special OEM version.  You can't upgrade to the Retail version updates unless you have the Retail version to start with.

This is common with most OEM supplied software.

We have done this in the past with the D820 Software but not we cannot get it to work with the D830, Why would have anything changed? Also when i tried downloading a trial pack and updating that i get the same message.

I can't say about why you could do it on one and not the other.  However, as stated, in almost every case, OEM software is not eligible for full Retail version upgrades.

Edit Added:  Have you contacted the software vendor about the upgrades?  If not, that would be the best place to start.
