The first process looks like Dell Support Center and the second one looks like Dell Support (Agent)
These two should be safe to remove from startup up tasks.
I would uninstall the programs first then restart the computer, this will remove them from the starup list anyway, if not just go ahead and remove them.
After I uninstalled Dell Support and Dell Support Center, there is still a Dell Support Center folder in the Program Files folder. It only has the Bin folder, which contains the following
I tried taking the 'Sprtcmd exe' out of the startup using Msconfig. Doesn't work. It will be back the next time you start up. That told me that it was also somewhere else. Looking in the registry one can see a section involving the startup of the dell center...Dell Support Center, First Run folder....all values are listed as 'True'. Wonder what would happen if one changed them to 'false' ? Haven't tried it yet.
Don't mind having the dell center around, just do not like unnecessary stuff starting up at startup.
