This maybe has to do with the new OS itself, and the Aero graphics, but that doesn't make a whole lot of sense as the "Basic" Version of Windows Vista Home does not include any Aero functionality and is the recommended version for those wishing to upgrade from XP to Vista but that do not have enough of the requirements to run Aero (dealing with Graphics and Chipsets, I think, for most people).
So either DirectX 10 is not in Basic, which would be weird and slightly mean to those that think they are getting DirectX 10 (since it is "part of Vista" only), or if DirectX 10 *is* included in Vista Home Basic, then that means that most people that have Windows XP should be able to run DirectX 10 as well (and I am sure that Microsoft could come up with a Patch or something to make it compatible with XP and not just Vista if it was needed to use it).
Microsoft just wants to get people to purchase the new OS (or a new computer all together to get the OEM version of it) and making it so that you can only use the newer versions of things like DirectX etc if you Upgrade your OS is one of the easier ways for them to guarantee a certain percentage of "upgrades"...
If they don't offer the one thing that is probably the most important part of the OS for Gamers (which is a very large market), in their current system, then when the new games that need DirectX 10 get released, these gamers fill feel the pressure to upgrade just for that alone. This is a good way to make more money, but is also a really bleeping thing to do to the end user and consumer. We are the ones that purchase stuff and make the companies and corporations rich, yet all they want to do is *not* neccessarily improve the user experience and integrate some of the users ideas and listen to their critisism (at least not as their priority), but to create something that we want, accessories and applications for this product, and after we have just spent all that money, then tell us that there is something else new and better and if we want that, and want to use the new technology as it may not be compatible with our old system, then we must shell out the big bucks for it all, and all over again (and again).
This is why I will not pay to upgrade my OS (unless the current one is very old and not being "supported" anymore etc) or if I have just recently made any major additions to my system in any way that could cause some of these purchases to have been "all for nothing".
But that's just me... Sorry about this long rant, but I just get kind crazy when someone indirectly tells me that I can't have DirectX 10 on my new laptop because it was purchased before Vista came out and before the free upgrade offer (but still only around 6-8 months before Vista release).
