Embassy security center Maximum amount of (5) users already enrolled after Installation

 Dell Precision M6300. OS windows vista Home Basic 32Bit  Sp2 Every time I install the ESC and try to enroll user. It says I have the maximum amount of users already enrolled. If I go to the Preboot manager and look to the right of the window it always says (preboot users enrolled 5 )  Even right after I Installed it. I Tried the Preboot manager delete users option it says I have 0 users enrolled. I tried the user Delete program that I downloaded from Wave 0 users. Please Help
