Doing a google search for that error suggests the Windows XP disc is bad.  If you are in the US, you can request a replacement from Dell HERE

If the PC came with Windows XP installed, and you still have the original hard drive, there is Dell PC Restore on the hard drive, accessed by CTRL/F11 at power on and you can restore the PC to the factory conditon and no discs are needed.  This is the best option if available.

Check the disc for any scratches, or finger prints and try to clean the surface.  That was also one of the suggestions I found doing the google search.
