How do you change Windows Installer from "manual" to "automatic" in Windows 8

I am unable to install new software.  I spoke with the software provider and they told me that Windows Installer must be set to "automatic".  Currently, it is set to "manual", but, the bigger problem is that "manual" is greyed out and I am unable to change.

In a previous post, it was mentioned to change "dependencies" but I apparently am not understanding exactly how to do this.
