Is there a way to get on cmd

can anybody help me ,i got a 2nd insprion 1545 running on windows 7 ,i got it to self-teach using internet ,i didt get a disk iv forgot password on 2 accounts, i thought as nobody as acsess id removed password admin account ? Im trying get to use cmd but cant get passed login ,iv got the hint but iv not a clue wot i was doing so cant reset ,i dont feel i no wot im doing trying make my own disk im not very technical ,pls can anybody help ? Thank you
