You can request a copy of the Windows XP CD (and any other applicable CDs) as indicated
here.
For some reason, it takes a few weeks for a new system's service tag to appear in Dell's database. That may be the problem with your tag number or if you are not in the US
this may apply. In the short term your best bet is phoning Customer Service.
