Optiplex 7010, clean install Windows 7
I've a Windows 7 machine and need to do a clean install due to the system becoming very slow. I entered the licence key onto the Microsoft site but was unable to download the operating system as it was a Dell machine. How do I download Windows 7 please?

What model OptiPlex? Did it come from Dell with Win 7 Installed? There are many refurbished OptiPlex systems being sold by 3rd parties and Dell is not responsible for the OS on those.

Mine is a 7010 and I bought it as a refurbished unit.
What do I have to do now, please?
Should I be buying a genuine version from Microsoft?

You can no longer do that - Microsoft ceased selling Windows 7 a while ago. Depending on your plans for the system, realize that Windows 7 goes end of life in January 2020 - just about a year and a half away.
After that, security updates for 7 cease.

1. What old software?
I suggest you update it or replace it. Face it, Windows-7 is long-gone.
2. I suppose you could Virtualize Windows-7 on Windows-10, but it's a lot of work for a dead-end solution.

I am running some old software which Isn't compatible on Windows 10 so I really need to still use 7.
Do I have any options here?
